Turning back the clock?????

Desegregation in pubic schools, has turned up as an issue once more after all these years since Brown v Board of Education, after 2 interesting suits filed in Seattle and Kentucky regarding school integration. On surface it seems like this is a case of turning back the clock to the days of segregation, but would these programs really be needed if the the Public school education system was fair in relation to funding for public schools? These "bussing programs" while noble in intention are just a temporary fix to a broken system. The bigger issue is the lack of federal funding and the dependence on property taxes for public schools.
